Mark Kosins, M.D.
Dr. Kosins established Affiliated Psychiatric Medical Group, Inc. in 1977. He specializes in innovative diagnosis and treatment planning for a wide variety of behavioral, learning and emotional problems for children, teenagers and adults. APMG, Inc. has a reputation for evaluating and treating difficult diagnoses and chemical imbalances that may cause underachievement, school failure, depression, obsessive-compulsive disorders, bi-polar disorders, panic and anxiety, aggressiveness and brain toxicity from drugs and/or alcohol abuse.
Bob Buley Ph.D.
Licensed Clinical Psychologist
“Dr. Bob” has been a therapist for thirty-nine years. After completing his Master’s Degree, he founded a gang center in East Los Angeles, and was the director of this neighborhood center for ten years. He also was the clinical director and head counselor, meeting with young adult gang members, male and female, in individual and group sessions for substance abuse, adults abused as children (sexually, physically, and emotionally), and depression. He then was the director and head counselor for New Trails, a residential school in Northern California.
Counseling revolved around teenagers abused as children, ADD and ADHD, conduct disorders, substance abuse, and oppositional defiant issues. He then worked for Shasta County Substance Abuse as Clinical Director for ten years, working with; molest victims, substance abusers, emotionally abused, and depression.
In 1990 he completed his Ph.D. in family therapy from the California Graduate School of Family Therapy, and became a Licensed Clinical Psychologist, working in private practice for ten years with emphasis on adults abused as children, teenage problems, marriage and family therapy, and ritual abuse victims in Redding, California. Bob Moved to Orange County five years ago where he has worked in substance abuse/depression in private practice and as clinical director of Hope By The Sea Inc.
Patricia Chavez, R.N.P.
Patricia is a Registered Nurse Practitioner who, under the supervision of Dr. Kosins, can make evaluations and prescribe medications. She enjoys working with all ages and is very good with young adults, especially women.
Penny Carlsen, R.N.
Penny is a graduate of Loma Linda University School of Nursing. After graduation she spent the next few years working at Loma Linda University Medical Center on the Neurosurgery, Neurology and Rehabilitation Units. She later served as the business manager for Medical Imaging Specialists, Inc. She has an extensive background in both clinical and administration. She is a warm and loving person and is considered by the clients to be the “resident mom”.
Ernest Carlsen, Ph.D., M.D.
Director of Medical Education
Dr. Carlsen is the co-founder of Hope By The Sea. He is a graduate of both UCLA and Loma Linda University School of Medicine. He is internationally renowned as a lecturer in medical education and has taught at graduate and post-graduate levels. Today, he currently lectures on addiction medicine to both clients and family.
Director Of Marketing
Chad Carlsen is the co-founder of Hope By The Sea. He has worked in the field of chemical dependency for 4 years. As a recovering addict and alcoholic he brings his personal experience of triumph thru adversity and is a true role-model to the clients. He has vast experience in the field of health and fitness, with certifications in nutrition and fitness. Not only does Chad serve as the Director of Marketing, he personally works with clients in education of health and fitness.
Kathie Hoh, C.AT.S. 020598
Kathie has worked in the field of recovery for 20 years. She educates, counsels, and guides using compassion, humor, and grace. One of the greatest gifts that she has been given is the ability to meet the client where they are & move them forward from there.
Cyndie Dunkerson, BAS, CMA
Operations Manager/Intake Coordinator
Cyndie came to Hope By The Sea with many years of experience in the field of chemical dependency. She brings with her a compassion for recovery. As a medical assistant with experience in the emergency room she brings calm to any situation. Cyndie works directly with clients to ensure their well being. She maintains the day to day operations of Hope By The Sea.
Director of Human Resources
Kelly, a native of California, has many years experience as an intervention aide to troubled elementary students. She currently works as our Director of Human Resources. She also works directly with the clients in job development skills and as spiritual mentor.
